The walls and meters will be painted with custom designs based on community artist input. The City of Spencer has opened a call for artists and will jury and choose professional and amateur artists to paint the murals and meters. Applications are due by June 30, at 4 pm. Guidelines and a meter template are also available below.
A panel of select City of Spencer and Roane County Arts & Humanities Council experts will serve as a jury to review all submissions and approve projects as well as to judge the winners at the end of the project. There will be a Best of Show award to one artist in the amount of $150 and prizes for honorable mentions. Selected meter artists will supply own paint and supplies, but mural artists may have primer, paint, and sealer supplied by a generous gift from Sherwin Williams. A list of recommended paints will be supplied.

Businesses are invited to sponsor a meter at the cost of $100 per meter. They will be allowed input into the meter style and location, but the final design is at the discretion of the artist and subject to the jury process. No logos or names are allowed in the meter design. Businesses are invited to sponsor a wall mural - logos or names may be allowed into mural art design if jury approves the tasteful integration. Contact for specific information on sponsorship levels for wall murals. Interested businesses should contact Philip Smith, Director of Planning & Development, at 304-927-1640.
This project is part of the City of Spencer's ongoing efforts to bring the arts to the forefront in Spencer. We hope that this project serves as a point of inspiration for public art projects in the city, with a goal of beautification and creation of art spaces in other neighborhoods.
